You need to watch carefully ... it appears that this person is operating outside the bounds of the game. Stopping and starting the video (1080p) may be necessary to catch everything.
First you will see Kyll Neverdawn[ORDR] arrive chasing a cloaked player. Your only clue is that the NPC Archer takes a shot.
The archer takes another shot as the cloaked player attacks me. Kyll comes running up and we put down some marks. The marks around Kyll activate and we put down more marks.
I slow the video down and you can see the two brown spots appear as the cloaked player make the escape. The player briefly appears to the right of the supply and then twice more further down.
edit: Actually the player appears several times ... at the corner behind Kyll, at the left of the supply the to the right of the supply and on down the way. So the leap seems to be normal but the speed with no cool-down is amazing. note: the brown spots are the marks activating.
I did not get a target so the best I can say is that it was a Dragonbrand Silver Footman. Maybe Kyll got a target and a name.
