Hello SOR!
The new content for Lion Arch requires some planning to obtain the ultimate citizen rescue bags. This also cannot be done by just a few. The main way to get it is to spread out and not zerg together! Revive dead civilians and encourage soldiers to add to the citizen rescue count. If you see more than 5 at a event, move on to the next event or go save citizens.
